In world practice, technology parks are considered as the platforms for transforming results of research and development (R&D) into new technologies, experimental and serial samples of products, and for creating, developing the innovative companies, which can boost high-tech industries enhancement. Any technology company in the world cannot enter the market without these competencies. So, the infrastructure is essential for increasing non-resource exports, since it involves significant business R&D costs.
In the Khabarovsk Territory, there is one technology park created on the basis of the Komsomolsk-na-Amure State University (KnASTU technology park). In Russia, technology parks established on the basis of a university are considered to be popular (every 7th technology park in Russia belongs to the model). The key role of the technology park is that it provides technological entrepreneurship, small innovative enterprises under the authority of universities, with favorable business environment, necessary conditions for implementing innovations, as well as provides industrial enterprises in the region with technological services (KnASTU technology park collaborates with large industrial entities in the Far East Region) by the efforts of the KnASTU scientists, lecturers, and students, to develop entrepreneurial competencies among scientists and students, to commercialize the scientific results.
Technology parks are equipped with the necessary industrial and technological infrastructure, which has a beneficial effect on the level of socio-economic development of any region, as technology parks increase the number of small and medium-sized enterprises (SMEs), create new jobs, provide preferential access for SMEs to production facilities.
Currently, in 169 technology parks operating in Russia there are 5087 resident companies, including 4686 small and medium-sized enterprises. The annual revenue of technology parks’ residents is US$ 4.3 billion.
Annual review “Russian Technology Parks” presents a comprehensive research of current technology park development level, specific features of their development, their managing companies' operational efficiency and legislation on technology parks. This information allows technological enterprises and investors to find their way through the variety of sites bearing in mind projects in progress while the authorities and development institutions can find there the best practices of technology parks operation to disseminate.

Note: Association for the development of clusters and technology parks of Russia is considered as a leading non-governmental organization representing the interests of 94 its members, i.e. Development institutions, Technology Parks, Special Economic Zones, Industrial Clusters, consisting of 2,630 tenant companies, manufacturing enterprises, which have US$ 12.3 billion of total revenue and over 215,000 employees. In 2019, the Association has concluded the Agreement on interaction with the Ministry of Economic Development of the Russian Federation concerned with collaborative work to further develop and improve the operational efficiency of the Russian Special Economic Zones, Technology Parks.
